FPS Engineering & Technology, LLC, is dedicated to excellence in engineering and technology with the objective of providing innovative (“game changing”) solutions to the offshore oil & gas and renewable energy industries. FPS offers a full suite of floating productions systems solutions including the Tension Leg Platform (TLP), Production Semi-submersible (Semi) and Spar technology.

FPS is uniquely positioned to provide state-of-the art, unbiased solutions to the Offshore Oil & Gas and Floating Wind industries during all project phases from concept screening through operations, and life extension. FPS Engineering & Technology, LLC is owned and managed by former FloaTEC engineering and project management experts and is currently based in Sugar Land, Texas.

Chief Executive Officer

As CEO of FPS Engineering & Technology Mr. Huang brings 44 years of experience with numerous innovations and awards in offshore and ocean engineering. His accomplishments include the FEED Engineering for 11 TLP and 7 Semi projects, EPC Detail Engineering for 14 TLP and 4 Semi projects, and numerous TLP, Semi and Spar hull studies.

Mr. Huang has a strong and broad technical background in the floating production system design, marine operations, dry transportation, platform installation and testing.

His other experience includes project engineering management; Pre-FEED, FEED and detail EPC engineering design and analysis; floating systems in-place and pre-service global design and analysis; tender assisted vessel with floater coupled system design and analysis; wave basin testing; wind tunnel testing; VIM tow testing; platform transportation and offshore site support. He has published 15 technical papers and served as special guest speaker for technical forums and international technical conferences.

Chuck Cowgill

Director – Concept Development

As Director of Concept Development Mr. Cowgill brings over 45 years of problem-solving and innovation in Engineering, Construction, and Operations Management for both drilling and production systems. His unique skills and natural talent for leadership across all disciplines has brought success to developments of deep-water Spars, TLPs, Semis, FPSOs and drill rigs.

Among his many accomplishments Mr. Cowgill developed, tested, and installed the special equipment to successfully apply the first offshore use of Dynamic Annular Pressure Control. He supervised the Texaco deep-water drilling operations team that discovered and tested the 1.2 Bil bbl Agbami field, setting Texaco records for water depth and productivity. Mr. Cowgill also conceived, designed, and applied the first utilization of a deep-water Jack-up as a Tender Assisted Drilling Unit, and successfully managed the development of Tender Assisted Drilling interfaces for the P-61 and Ca Rong Do TLWP projects.

He holds a B.S. Mechanical Engineering from Ohio State University, a M.S. in Petroleum Engineering from Marietta College and an MBA from UCLA.

John Miranda

General Manager

With over 35 years of experience in the oil, gas and aerospace industries, Mr. Miranda has been a leader and manager on numerous projects at all stages from concept studies through operations. Prior to FPS he was Project Manager with Keppel FloaTEC served as Project Controls Manager for the Ca Rong Do project, Riser Delivery Manager for the P-61 project, and Study Manager for the Trinidad & Tobago Gas Compression and Petrobras Spar studies. On the Kizomba A TLP Mr. Miranda was a Staff Project Engineer responsible for punch list completion, warranty management and final handover. He has also served as Lead Mechanical Engineer for the PNG LNG project and as Field Engineer / Lead during construction, testing and installation of the Marlim subsea manifolds and associated equipment in Brazil.
